Rule 0 — Code and ops do not reach across

The code plane holds business logic, tests, and schemas. The ops plane holds infrastructure-as-code, deploy scripts, environment values, and secrets management. Code-plane changes must be testable without infrastructure.

Information that must flow between the planes flows through the manifest — the declarative interface. Ops never inspects code-plane internals.
